Covenant was established in May of 1965 when Norman and Peggy Clear arrived from Los Angeles, Calif. with their two seven-year-old children, David and Diane. Graduates of L.I.F.E. Foursquare Bible College, the couple began ministry with two families in a small church on 10th and Kelly Ave. While ministry occurred on the main floor, the family occupied the basement as a home for their first five years in The Dalles.
Norman and Peggy had a dream of reaching lost and hurting people for Christ. They had a dream of transforming broken lives into whole, Spirit-empowered followers of Christ.
Through prayer and hours of door-to-door witnessing, the church began to grow. By the mid-70s, the 180-seat auditorium was packed out, and folding chairs were often brought into seat people in the aisles. It was time to locate other facilities to hold the growth.
In 1982 land was purchased and a new facility was built. Norman continued to pastor until 2003 when he went home to be with the Lord.

As current lead pastors, David and Bobbi Clear continue to pursue the vision of transforming broken people into whole and Spirit-empowered followers of Christ. Their hearts burn with passion to see lost people find Jesus and discover the love, wholeness and purpose he can breathe into their lives.
